Decree published: France sells part of its strategic diesel stocks, and the saving must be passed on to buyers. What it means at the pump and how to check

Décret n° 2026-981 of 23 October appeared in the Journal officiel on 24 October. What it says, where France's strategic stocks come from, the dates that apply, and how a buyer can check the discount actually reaches them.

Decree published: France sells part of its strategic diesel stocks, and the saving must be passed on to buyers. What it means at the pump and how to check

What happened

On 24 October the Journal officiel published décret n° 2026-981 of 23 October 2026 on the economic conditions for releasing part of France's strategic diesel stocks. It is signed by Prime Minister Sébastien Lecornu and the ministers for the economy, trade and energy, and takes effect the day after publication.

The government announced the measure itself in an Economy Ministry press release on 7 October: 10 million barrels of diesel from the strategic stocks go onto the market, a significant share of the 54 million barrels France consumes over three months. The ministry estimated the price cut at roughly 12 to 18 cents per litre over three months. That is a government estimate, not a price set in law: the decree itself contains no such figures.

What the decree actually says

  • The stocks are sold to the companies that put fuel on the market (metteurs à la consommation) at their weighted average purchase cost, not at market price. Volumes are shared among operators in proportion to their 2025 sales.
  • Total sales are capped at 1.6 million cubic metres. Stocks can be sold under these rules until 31 January 2027.
  • It is not only road diesel: the list of products also includes fioul domestique (heating oil) and pétrole lampant. Which products and volumes are actually sold is set by separate ministerial acts.
  • The key point for buyers: companies must pass the benefit of the cheaper stocks on to the end customer in full, in a "transparent, objective and non-discriminatory" way, and by 31 March 2027 at the latest. They may cut prices in advance, before receiving the benefit, from 1 November 2026.
  • Customers must be told before the sale how much the price per litre has been reduced. The amount of the benefit is shown on the invoice or on a document linked to it.
  • The companies and the body managing the stocks report regularly to ministers on sales and on how the reduction reaches customers.

Where France's strategic stocks come from

This is not a government warehouse kept for a rainy day. According to the ecology ministry, the duty to hold stocks falls on the operators who sell petroleum products in France: 29.5% of the volume sold in the previous year. Most of them hand that duty to a professional committee, the CPSSP, which in turn has the company SAGESS buy, store and sell the products. Stocks are kept at refineries and in underground storage, including near Manosque.

They can be released at the initiative of the International Energy Agency, or by decision of the French authorities when there is an exceptional disruption of supply chains. The 7 October press release links the current measure to a G7 agreement of 2 October on the coordinated release of 100 million barrels of petroleum products. The ministry says the stocks will be rebuilt once the crisis is over.

What it means in practice

  • A discount is not a fixed price. The decree requires the benefit to be passed on but sets no price: the figure on the pump still depends on the market and on the station. "Minus 18 cents" is the top of the government's estimate, not a guarantee at every pump.
  • Compare stations. The government site prix-carburants.gouv.fr lets you search prices by commune, département or route and pick the fuel type (diesel is listed as Gazole B7). It also has a map of stations with supply problems.
  • Heating with fioul. If your home runs on heating oil, check on the next delivery whether the invoice, or the document attached to it, mentions the amount of the benefit: the decree requires it.
  • If the cut does not show up. You can report a problem with a seller free of charge on the public service SignalConso, run by the DGCCRF. The report is passed to the company so it can respond or fix the issue; the fraud authority steps in if needed.
  • Petrol is not included. The measure covers diesel and the products listed in the decree; SP95 and SP98 are not on the list.

Dates to remember: cuts may apply from 1 November 2026, stock sales run until 31 January 2027, and the full benefit must reach customers by 31 March 2027.
